CANADA’S IMMIGRATION PLAN 2021-2023

On October 30th, 2020, Immigration, Refugees, and Citizenship Canada (IRCC), published its Immigration Levels Plan for the upcoming years. According to the publication, Canada plans to welcome more than 400,000 immigrants in 2021, 2022, and 2023. The projected quota is considered generous compared to previous years where the government capped its admissions to mid 300,000’s. Despite the ongoing COVID-19 pandemic and travel restrictions, the Government is determined to continue processing applications to meet its target.

Immigrants and refugees are considered a great asset to Canada because they assist in balancing the economy and demographics. Marco Mendicino, Minister of Immigration, Refugees and Citizenship explained that,

‘immigration is essential to getting us through the pandemic, but also to our short-term economic recovery and our long-term economic growth. Canadians have seen how newcomers are playing an outsized role in our hospitals and care homes, and helping us to keep food on the table. As we look to recovery, newcomers create jobs not just by giving our businesses the skills they need to thrive, but also by starting businesses themselves. Our plan will help to address some of our most acute shortages and to grow our population to keep Canada competitive on the world stage’.

– The Honourable Marco E. L. Mendicino, P.C, M.P., Minister of Immigration, Refugees and Citizenship

According to the plan, the Economic Immigration Programs, which include the Federal Skilled Worker Program, Business Program, Atlantic Immigration Pilot Program, and Provincial Nominee Program will receive the higher percentage of admissions. The Government also noticeably aims to increase the acceptance rate for Refugees, Persons in Need of Protection, and Humanitarian and Compassionate applications gradually over the next three years.

Canada is globally known to be a pioneer in welcoming immigrants and refugees. In fact, Canada is considered to be one of the most multicultural countries around the world. Immigrants and refugees are an asset to Canadian society and will continue to be welcomed and appreciated.
